"No Facial Recognition Here", How the Town of Brookline Banned the Use of Facial Recognition and Developed a Municipal Surveillance Policy

This submission presents the development in the town of Brookline Massachusetts of a ban on facial recognition and the development of a municipail surveillance policy that covers both online surveillance as well as the use of video surveillance and facial recognition. The presentation goes through the development of the ban on facial recognition as a result of town meetings and a resulting warrant article as well as the creation and activities of the Surveillance and Millitary Type Equipment Committee that was put in place to provide policy and guidance for the town as well and for local businesses and individuals. The presentation also includes an overview of the actions and policy developed for use in education and information technology across the town including the school systemm, police body and vehicle cameras, and public health measures taken as a result of the COVID-19 epidemic.
