Government agencies deliver critical services through secure online portals. Portals with high fraud risk are required to follow NIST 800-63-3 guidelines for digital identity. The IRS succeeded in meeting these requirements while also increasing inclusive access for underserved populations. Beginning with Childcare Tax Credits in 2021 and continuing through two tax seasons, IRS has issued over 35 million NIST IAL2 credentials. This feat makes its Secure Access Digital Identity (SADI) program the largest high assurance identity federation in history. The IRS is about to embark on a journey to transform tax administration and taxpayer/tax professional services. The focus is on modernizing legacy technology, taxpayer experience, providing more features, tools and applications, moving away from paper, telephone, and other more costly channels, making it easier/faster/simpler for taxpayers and tax professionals to interact with the IRS. Identity Assurance (IA) plays a key role in: -Providing the best taxpayer experience possible, offering more options, and assisting underserved populations who continue to have challenges in -gaining access to their tax information and services; -Offering taxpayers more channels by which to engage, and moving them seamlessly between channels; -Making it easier and more secure for taxpayers to manage their tax information and interact with IRS; and -Offering businesses, other entities and representatives the option to create online accounts, and securely view and take action on their business tax account. IRS and ID.me will discuss what is planned and what it will take to support their objectives.
