As digital transformation accelerates, Utah is at the forefront, creating a secure, scalable system for statewide verifiable digital credentials [VDCs] in partnership with SpruceID. In this talk, Utah's Chief Strategy Officer, George McEwan, and SpruceID CEO, Wayne Chang, will dive into Utah’s groundbreaking initiative to transition from outdated paper and PDF credentials to verifiable, wallet-agnostic digital IDs, accessible in Apple and Google wallets and backed by recent legislation. With VDCs, Utah offers residents cryptographically signed credentials for diverse services, from off-highway vehicle [OHV] certificates to food handler permits, enhancing security, convenience, and trust.
We’ll explore how Utah solved process and technical issues, including security risks, fragmented credentialing, and limited wallet interoperability. Highlights include the Verify Utah App, which allows peer-to-peer, offline verification in remote areas, enabling seamless verification for state rangers, health departments, and more. This digital credentialing model not only strengthens compliance and reduces fraud but also lays a path for future government credentialing programs.
