Donald S. Burgess is a seasoned technology and security executive with over 40 years of experience in protecting critical infrastructure, securing sensitive data, and enhancing operational resilience in both public and private sector organizations. Currently serving as the Senior Vice-President for the Federal Civilian Division at Endictus, Mr. Burgess leverages his extensive background in cybersecurity, data protection, and technology strategy to address the growing challenges of privacy and security in the digital age.
Championing Judicial Security and Privacy ProtectionsIn his recent role supporting the U.S. Courts, Mr. Burgess has focused on safeguarding the privacy and security of U.S. Federal judges, addressing vulnerabilities posed by the digital footprints left through online public records and other data repositories. His team of privacy and Open Source Intelligence (OSINT) analysts plays a pivotal role in advancing judicial security programs, implementing technology-driven solutions, and advising on strategies to mitigate physical threats stemming from online exposure. His work has directly supported efforts to develop and integrate secure data platforms and privacy-enhancing technologies that protect judicial personnel.
Building Security Expertise Across Federal AgenciesPrior to his work with the U.S. Courts, Mr. Burgess served in key leadership roles within the Department of Homeland Security (DHS), the Transportation Security Administration (TSA), and the U.S. Secret Service, where he honed his expertise in threat analysis, situational awareness, and risk management. At TSA, he held a variety of operational and management positions, including serving as the General Manager for IT Strategy and Innovation. In this role, he directed efforts to leverage emerging technologies to strengthen aviation security, domain awareness, and IT infrastructure.
Advancing Public Health Security and Data PlatformsPrior to his retirement from Federal service in 2023, Mr. Burgess contributed to public health security as Deputy CIO at the Department of Health and Human Services (HHS) in the Office of the Assistant Secretary for Health (OASH). During the COVID-19 pandemic, he led the development of an Integrated Data Platform supporting over 6,000 public health officers across the nation, demonstrating his capacity to manage large-scale, high-impact programs.
A Legacy of Innovation and RecognitionMr. Burgess began his federal service as a systems engineer and security inspector and has since built a legacy of innovation, resilience, and excellence. His extensive experience with DHS and its components, including TSA and the U.S. Secret Service, uniquely positions him as a leading authority on cybersecurity, privacy protection, and physical security integration.
He holds an AAS in Biomedical Engineering Management from Regis University, a Bachelor of Science in Organizational Management from Nyack College, and an MBA from American Military University. Mr. Burgess is also a recipient of the 2022 Disruptive Tech Awards for his groundbreaking contributions to technology innovation and security.
