Paul is a digital identity leader, architect and researcher working across sport, government, and public-sector innovation. He has led and delivered national-scale digital identity initiatives in complex, federated ecosystems, focusing on trust, interoperability, and human‑centred outcomes.
Paul’s work in digital identity began with MyRugby, a nationwide federated identity ecosystem for the Australian rugby community, partnering with Microsoft to implement a solution based on Windows Identity Foundation. Later, at the Australia Sports Commission, the Australian Government’s peak sport agency, he led the Sport Connect initiative to establish a federated identity ecosystem for Australia’s sport sector.
Sport Connect led to engagement with the broader Australian Government’s Digital ID journey, through various Australian Government working groups on trust frameworks, the transition to the Digital ID Act, and digital wallet and verifiable credential policy.
Paul is a member of the OpenID Foundation, SIDIHub Community and the Kantara Initiative, serving on several working groups. He is a Distinguished Fellow of the Future Government Institute and holds an MBA and a PhD from the University of Technology, Sydney.
